Intelligent Transportation Systems ITS (Intelligent Transportation System) the use of computers and other high technology to transform traditional transport system , so as to achieve enhanced system efficiency , reduce energy consumption, etc. The purpose of the development of its future world transportation system has a profound impact . Vehicle license plate recognition LPR (License Plate Recognition) technology is one of the core technologies of ITS , it mainly includes three parts of the license plate location, character segmentation and character recognition , character recognition is the key technology of the system . License plate recognition system is the most basic requirement is fast and accurate . This study and a license plate recognition system based on non- OCR (Optical Character Recognition) The system studies the key link in the license plate recognition , including a gray image binarization , character normalization , character recognition , wherein the character recognition section using the non-OCR method , and the application of this method in the field of the license plate recognition is an innovative attempt . A large number of experiments for the system , and secondary recognition technology based on this . Finally, the system with the traditional neural network method comparison, and try to combine both learn from each other . The proposed algorithm is simple , fast , high accuracy , the system has passed the test , to meet the requirements of the license plate recognition system real-time performance , versatility , and accuracy , and has a certain value .
