Abstract

China's township enterprises is a unique phenomenon in the transformation of China's economic system and economic development, it generated a historical inevitability. Great changes have taken place since 1996, due to the rise of township enterprises and the rapid development of economic and social conditions, the significant slowdown in the development of township enterprises. Seller's market under the planned economy in the past has been the buyer's market under the market economic system replaced, step-by-step through the reform of state-owned enterprises, privately-owned, private and foreign-funded enterprises continue to rise and development, market competition increasingly standardized; combined with micro-economic changes in the functions of government, improve the financial mechanism, making the development of township enterprises encountered unprecedented difficulties. Township enterprises in production and operation no longer meet the current development of market economy, behind the concept of enterprise management is a serious impediment to the continued development of township enterprises. Many theorists the township enterprises historical task has been completed, there is no need to continue to develop; others proposed to change the name of the township enterprises to small and medium-sized enterprises \the unified management of the industrial and commercial tax, but also help with the international market. However, in 1997, the 15th CPC National Congress proposed to speed up the development of township enterprises; Party Congress in 2002 proposed the transfer of surplus rural labor to non-agricultural industries and urban areas, is the inevitable trend of industrialization and modernization. This thesis through a review of the history of the development of township enterprises in China, in-depth analysis and research for several important stages of its development process, combined with the research literature exist with respect to the development of township enterprises and enterprise theory of sustainable development, two aspects of quantitative and qualitative analysis of the performance characteristics of the township enterprises in different period of development and causes major problems affecting the development of township enterprises. On this basis, trying to figure out a major dilemma restricting the sustainable development of township enterprises in the new situation, to seek effective measures to solve these difficulties. The connotation of the Rural Enterprise from the new defined: to do the following in the County, mainly to the employment of farmers, agriculture obligations, the development of rural resources, the prosperity of the rural economy, promote rural urbanization target effectively connect urban and rural economic development various types of enterprises (state-owned and foreign-owned except) are defined as township enterprises. The study found that the plight of sustainable development under the new situation, China's township enterprises are mainly concentrated in the following areas: (1) external environmental constraints. Township enterprises layout of the dispersion of the negative impact is that companies can not form a scale, while there will be a series of social and environmental issues; (6) Environmental pollution predicament. Due to the gradual deepening of the global environment sense of urgency, for natural resource production, outdated production equipment, backward production technology, environmental pollution is serious township enterprises and sustainable development of space is gradually shrinking. The problems encountered in the process of development of township enterprises, to promote the continued development of township enterprises few suggestions: First, to optimize the living environment, and promote the sustainable development of township enterprises. Including (1) improve the government's macro-economic functions; (2) a clear position, straighten out the management system of township enterprises; (3) to protect their interests, optimize the policy environment of township enterprises; (4) to strengthen the guidance, establish and improve the township and village enterprises and social service system. Second, establish and improve the modern enterprise system is the basis for sustainable development of township enterprises, speed up innovation in enterprise system, due to the enterprise's needs, establish a scientific and rational system of organization and operation and management system; Third, the restructuring of township enterprises with Three Rural Issues \Fourth, make great efforts to cultivate the core competitiveness is the key to sustainable development of township enterprises, and actively introduce advanced production technology and equipment, strengthen social supervision, in order to reduce the waste of resources, ease the production of pollution of the environment.
