Abstract


Energy is the lifeblood of the national economy, is the development of national economy and improving people's living standards is an important guarantee. International experience shows that when a country imports more than 50 million tons of oil after the changes in the international market will affect the country's economic performance; more than 100 million tons, the state needs including diplomatic, military, economic, including effective measures to ensure oil security. Since reform and opening, China's rapid economic development, oil demand will continue to increase in 1993 China has become a net oil importer in 1996, China has become a net importer of crude oil, in 2007, China's crude oil apparent consumption of 345 million tons of crude oil production only 186 million tons, net imports of 159 million tons. With the rapid economic development and the remaining recoverable reserves of crude oil's slow growth, China's crude oil import dependence will rise. Because the pipeline and land transport limitations, almost all of China's imports of crude oil transported by sea. At present, China's lack of capacity tanker transport, domestic tanker transport share of only about 10%, especially in the important share of less capacity on routes to China maritime transport of crude oil imports has brought a great deal of risk. In addition, crude oil transportation routes exist \Crude oil security, including security of supply and transport safety two factors, and because crude oil supply resources in foreign countries, our country does not belong to uncontrollable factors, so the crude oil transportation security issues is to ensure that China's crude oil supply is an important factor. China's imports of crude oil transportation to establish emergency response mechanism for ensuring security of oil to ensure the sustained, rapid and healthy development of great significance. This paper analyzes the status quo of China's crude oil supply and demand, and the next 10 years, China's crude oil supply and demand is predicted to study China's crude oil reserves of crude oil transportation market conditions and existing problems of China's imports of crude oil transportation capacity were studied. Fuzzy clustering analysis method in the three regions in China's coastal tanker berthing capacity with 200,000 tons of crude oil port, select emergency transportation and logistics hub to establish evaluation index system, from the social point of view of macro large logistics China's imports of crude oil transportation emergency mechanism to study, and according to foreign energy supply emergency mechanism to establish the experience of China's crude oil supply to the establishment of emergency response mechanisms recommendations.
