Abstract


Being a new industrial form, chemical-industrial park can effectively achieve the harmonious development of economy, society and environment, so it has been the main direction of worldwide industrial parks future development. Going with the upsurge of the chemical-industrial park construction in china, land use planning of chemical-industrial park become a mostly hotspot in the chemical-industrial park.From grievous industrial accidents of prevention and control, according to classification and identification of major hazard, this paper expounds the development course of land use planning worldwide, the happened chemical accidents are analyzed, dangerous substances and type of dangerous substances are confirmed, the method of land use planning of the chemical-industrial park is discussed, circumstances of chemical plants out of accordance with peripheral community of safety distance is construed, technical points of program for land use planning in the chemical-industrial park are put forward.The methods of land use planning according to safe distance and quantitative hazard analysis are discussed; foundations of theory about exterior distance, space of the fire prevention and hygienic protection distance and the relation of them are analyzed, With the chlorine gas keeps a leakiness trouble as example, carrying on to keep a peripheral region to evaluate according to the metered risk the safety program method of calculation process, land use safety of the chemistry industrial park to program the procedure of the establishment are emphasize.The land use planning is a long-term and basic safety work in the chemistry industrial park. Safe targets and safe measures carry out the implement of land use planning according to present plan, current plan and future plan of the chemical-industrial park, in the research and compilation of the land use planning, the planning zones for safety were systemically analyzed and evaluated, it can provide base on plan, emergency and classification for chemical-industrial park.
