Abstract


Grain for Green Project investment in our country so far the largest and most widespread, the masses to participate in the largest number of ecological environment construction project, the theoretical and applied research is focusing on the development direction of the current forestry economic management disciplines. Comprehensive benefits as the Grain for Green Project evaluation of one of the basic work of the Grain for Green Project evaluation, the fundamental task is how to establish a set of index system to a reasonable evaluation of the comprehensive benefits of the Grain for Green Project, reveal existing Grain for Green Project problem and determine the direction of future development to provide a basis for the evaluation of Grain for Green Project. Specific studies are as follows: (1) by drawing on existing research results of the comprehensive benefit evaluation of domestic and foreign Grain for Green Project, combined with the actual situation and the basic characteristics of the Grain for Green Project of Hunan Province, the use will be inside and outside the law and the Delphi method to construct a 2 level 3 Grain for Green Project Benefit Evaluation Index System in Hunan Province. The results show that: the ecological and social benefits of the Grain for Green Project in Hunan Province is much greater than its economic benefits, and works for the big gains in its investment, the Returning Farmland to Forests in Hunan Province to good effect. (3) Analysis of Grain for Green Project of Hunan Province effective environmental factors, as well as the influencing factors of the overall efficiency of the Grain for Green Project of Hunan Province, to improve the overall efficiency of the subsequent policy of the Grain for Green Project of Hunan Province, special studies, mainly from the Abandoned The three aspects of the compensation policy to forestry projects, management policies and follow-up of industrial policy, measures to improve the comprehensive benefits of the Grain for Green Project of Hunan Province, and the development direction of future research.
