Abstract


The World Trade Organization ( WTO ) countries throughout the range of managed trade policies of international institutions , the legal basis of the multilateral trading system and organizational basis . Since 1986 , China has been applied to join the organization , after 13 years of efforts , the two sides reached a bilateral agreement on China's accession to the WTO on November 15 last year , cleared the biggest obstacle to China 's eventual accession to the WTO . This means that China's economy will integrate into the world to a greater extent with the trend of economic globalization trend of economic development . Accession to the WTO , both unprecedented opportunities in China , will also enable us to face more severe challenges . From the analysis of Japan before and after the entry of foreign trade policy adjustment start, summarized its successful experience to China's accession to the WTO has been the reference and inspiration . This article is divided into three parts . Part 1: Introduction Japan \The basic goal of this period of Japan 's foreign trade policy is to award limit into the to ensure reasonable imported promoting export development . Part II: Japan \This paper argues that the successful experience in the following aspects: to play the government's macro - control functions , and actively expand exports to protect their own market ; open ; vigorously promote the industry to foster and structural adjustment policies ; great importance to the introduction of technology , and focus on technology trade . Part III: Analysis of China's foreign trade development and the environment faced by the Japanese experience , the basic strategy of China's foreign trade policy adjustments countermeasures : to take effective measures to actively expand exports ; adequately protected at this stage, even the coming period , China 's domestic and disadvantages industry , vigorous support to the emerging , competitive industries ; gradual implementation of trade , liberalization of capital .
