The ecological construction of forests, which is used to protect ecological environment and promote economy development of forestry district, is a public affair. Meanwhile, it can guarantee the coordinate development of ecology, society and economy. It plays an important role in improving our environment and promoting social development. In recent years, as the Party Central Committee and State Council pay much attention to the ecological construction of forests, our forestry also embraces the new development period. This can be specially shown in great increase of funds for forestry construction, which put much vigor and energy into forestry development. The outer growing environment, the long cultivation period, the public goods, the obvious ecology interests but trivial economy interests lead to finance shortage and incomplete usage, meanwhile, the problems and demerits existing in management of construction funds in ecological forests leads to undesirable phenomenon of loss, diversion, with interception of funds, thus restricting sustainable development of our ecological forest. Therefore, how to manage our construction funds becomes concerned problem of each administration department, project units and people. And the collection and application of funds becomes the core of construction for forestry and ecology system.This thesis tries to make a study under this context. This thesis consists of two parts: one is introduction, the other is the body. The latter includes the following six aspects:the specialty of ecology forest and finance performance, the relevant theoretical basis, the general evaluation of invested funds, the analysis of funds collection for ecological forest, the performance and management of funds and its additional policy and the analysis of the case about ecological forest construction in Hunan province. Based on the study both at home and abroad, this thesis makes a study on the ecological forest. Firstly, the specialty of ecological forestry and the feature of funds performance are analyzed, and the theoretical basis for administration of construction funds:the theory of funds elements, public finance and funds collection for ecological forest, asset management for forest resources and forestry subsidy. Based on all these theories, we make a general evaluation on invested funds, putting forward the financing mechanism "put the financial investment as the main stay, supplemented by market" and building and improving benefit compensation mechanism and funds collection policy for our country’s direct purchase of non-state forest system. Finally, we analyze the existing problems in funds performance from three aspects with running link, using link and check and evaluation link, putting forward the policy for strengthening funds administration and improving the effectiveness of funds performance. At last, we get the original conclusion, that is, we should put the final results (forest resources) of ecological forestry construction into asset to promote sustainable development of our forestry construction.
