Abstract


To eradicate Pouety is a basic task of socialism Atits Preliminary stage. At Present, there are Two Kinds of Pouerty: Absolute Poverty and relatiue Pouerty. This essay aims at the study of the former, Which refers to the phenomenon that individuals or their families can hardly earn a living through their laboring or other legal means. Great efforts haue to be made if we wish solue the food and clothing problems of the poverty ?stricken population By the end of this century The participation ?type of anti ?poverty campaign in the countryside is the way by which the central government organications , The organizations of local gouernments at various leuels, the non ?gouerninental orgaziations and the poverty ?stricken population must take practical and effectiue meaxures through actiue and full participation to get rid of poverty eventuallg. This campaign can be conducted in specific means as follows: 1. Set up a fullt ?participation type of anti ?pouerty system. 2. Normalize the relationships of fights, Responsibilities and interests of government Organizations at different leuels and pouerty ?stricken population itself. 3 The anti-poverty operation modes include : Comprehensive development of mountainous areas, Food and clothing projects, Projects to pvomote household development, Small amount of loan and moving to other areas for development. 4-. Increase the financially generatiue function of the poverty ?stricken areas; Increase investment and rationalize organizations. 5 - Strengthen the intellectual investment to improve the ability of ?57 ? competitive participation. The porerty problem is not only an economic problem, But also a political one. It determines whether the national economy can develop continuously, Steadily and healthily. Therefore , Many problems still need to be further studied.
