Abstract


The relation between the centre and locality has always been one of the important social relations in China . At the critical moment when the 20th century is changing into the 21th century and the modernizations of our country are being furthered, how to ensure the public order forever and how to develop our modernizations prosperously is the great historic problem we are facing. How to deal with the relation between the centre and locality correctly is the important content to be discussed on the above historic problem.Here in this article, I mean to go further into this .problem. First of all, let us review briefly the historic vein of this relation in order to sum up the historic experience in dealing witn unis relation since nhe foundation of our country and use it for reference. Then I will analyze the phenomena existing in this relation, such as the progressive weakness of governmet functions andlocal protections and probe into the reasons for the above problem. Finally, on the base of the historic review and present analysis, I would like to present the aim pattern and counter-measure choice of the relation between the centre and locality, emphasizing the combination of the centre concentrating power necessarily and the locality distrabuting power properly, seizing the limit of the separate power, determining the power limit of the centre and locality reasonably, standardizing and legalizing the relation between the centre and locality.
