Abstract


China's agriculture is very serious natural disasters, farmers' ability to withstand natural disasters risk is also very limited, the objective need for effective use of risk transfer instruments - agricultural natural disaster insurance against the risk, stable agricultural production, to protect the income of the farmers. Insurance is necessary for agriculture, which is manifested in two aspects: First, the insurance will help agricultural access to credit and other financial support; from the Government's point of view, the opportunity cost of the use of insurance to support agricultural production, better than the post-disaster subsidies to farmers way. Central Document No. 1 for many years on the development of agricultural insurance put forward specific demands. With the accelerated process of modernization of agriculture and high value-added, modern agriculture, high input and high output while facing high-risk, more and more modern farmers eager to agricultural natural disaster insurance to provide protection for their production and living. Many insurance companies do not want to give up the vast rural market, operating in support of the Government of agricultural natural disaster insurance in order to obtain a variety of preferential policies and profits. Agricultural natural disaster insurance in the development of our country through twists and turns, still in the exploratory stage of development, and look forward to solve many problems. China's agricultural natural disaster insurance in general has gone through three phases, the first phase of 1949-1982 when stopped to do stage; The second stage is from 1982 to 2003, market operators, gradually shrinking phase; 2004 third stage since government intervention, to explore the development stage. At present, the development of China's agricultural natural disaster insurance there are many problems need to be addressed, mainly as follows: First, the lack of agricultural natural disaster insurance laws and regulations; second is the lack of agricultural catastrophe transfer system; agricultural natural disaster insurance business model fuzzy; d lack of agricultural natural disaster insurance microscopic studies. This paper studies the micro issues of agricultural natural disaster insurance. Micro issues of agricultural natural disaster insurance is to carry out the urgent problems of the agricultural natural disaster insurance, including: agricultural disaster risk loss law, agricultural natural disaster insurance product design and premium determined how to determine, government subsidies and other issues. In this paper, the theory is mainly based on the basic principles of economics and insurance; this paper, the methods of mathematical statistics and numerical analysis. The main content of this paper is: for Natural Disasters features the interpolation analysis methods, to study an area of ??some crops for some kind of natural disaster risk loss law; Second, the design of a regional certain crops all natural disasters all risks insurance products; take advantage of the natural disaster risk model and clustering methods, the study area is divided into different risk areas, corresponding premiums to fix; Third, the establishment of a mathematical model of the government premium subsidies of farmers .
