Abstract


The management system on the State-owned Assets, is a kind of computer software, designed for the Assets Managing Department of Dalian Marine-products College, which is helpful to make Assets management normal, scientific, computerized, and helps the enterprises to practice the development management on the general assets. The Software also provides the Assets Management Department with managing index of state-owned assets.The state-owned assets affiliated to university is the material foundation of the higher education invested by government, among them the instrument equipments is a constituting of importance in the school assets. The instrument equipments are essential matters to ensure the teaching and research, to some extent represent the teaching quality. The article introduces the relative concepts of information system concerned management firstly, expounds the meaning of system developing and also sets forth methods. Second, through the system survey, establishes the system’s logic model and analysis the system completely by the data dictionary and inquiring need. And the system emphasizing on practical appliance and is based on LAN (local area net) of computer, employs Windows 98/2000, window NT environment (Chinese version), database of backstage to adopt the data related to Adaptive Server Enterprise of Sybase.This software seeks for advanced technique, safely data, convenient use, easy operation and easy to learn. The software takes it under consideration that it should enhance function of the enterprise management software and enrich as well as expand its theory and method. We make software meet the need: enterprises can use it immediately; it is easy to learn for beginner; those who are familiar with computer can operate it without any training; through the on-line help and user’s handbook you can grasp the operating skill with self-service.Data procedure of The Management System of State-owned Assets regards the assets number as the main clues, the name and the date as vice- Clues, input and output the technical information, management information. All data and information, which have been put into the store, after analysis, can be conveniently read, corrected, deleted and typed out normally. Under any circumstances you can exercise the function of data search, index, gather, statistics. The software can automatically come into being various assets statistics forms and everything about the assets would be clear at a glance. The tremendous statistics and analysis function can provide the policy-maker with the vital support.The management system of State-owned Assets manages and perfects the Assets Department’s existed assets management system through computer, furthermore, makes the management normal and automatic. By authorizing the different data access to different administrator, ensure the Plan Department’s authorities as the assets management department, ensure the accounting department’s right to examine and inspect the assets, ensure the leaders practice their right to audit and approve, keep the assets agree with the materials, cards and the accounts, to be well prepared to non-paper management of the assets. Employing modem management theories, the article has researched equipment management on the aspects: establishment of key rules, affirmation of the task period, bettering the materials needed by the task, the renewal of the equipments. At the same time has researched how to realize the software programming.
