Abstract


With the approaching end of World War II, the U.S. Office of Strategic Services was established as an emergency wartime intelligence agency will complete its historic mission was withdrawn, the entire U.S. intelligence community has entered a period from war to peace time of transition phase. Thus, after the Second World War, the U.S. government took place within the debate about how to organize the establishment of the U.S. Central Intelligence Agency after the war debate, this is the first time the U.S. government intelligence issues of great debate. The debate continued one and a half years, have included the State Department of the Army, Navy Department, the FBI, the OSS and the Joint Chiefs of Staff, and other senior government departments involved in key organizations, a total of five formal plan have been proposed. Thus opening up the U.S. intelligence community into a new era of peace for the future of the National Security Council and the CIA to establish the foundation. This paper is divided into three parts: First, before World War II and during the war of the U.S. intelligence agencies. Introduced before World War II the major U.S. intelligence agencies and unified intelligence claims raised. Second, after World War II by the U.S. intelligence community during the war transition to peacetime historical inevitability.
