Abstract


Objective : Through investigation and analysis, to understand community health service institutions municipality province organizational structure , resource allocation , management system, economic performance and compensation status , basic medical care and public health service delivery , looking for the sustainable development of community health services and financial compensation mechanism of the main problems , and the reason for the problem in depth analysis, improve community health service financial compensation policy recommendations , so that the masses enjoy safe , effective, convenient and affordable primary health services. Methods : A community health service institutions province cities of health resources, income structure , the structure of expenditures , payments balances, health care providers and other indicators to describe the use of statistical methods for 2007 cross-sectional analysis of the indicators , indicators for 2004-2007 between the longitudinal comparative analysis reveals the province municipalities and community health service compensation mechanism of economic operation of the main problems for the compensation mechanism to provide realistic sound economic basis . Results : In recent years , with the government to increase financial investment in community health services and policy support , community health service institution-building and health care providers have made some progress, but there are still irrational allocation of health resources , lack of government investment income and expenditure structure is irrational, the \sustainable development. Policy Recommendations : Community health services should adhere to government-led , community health services and increase government financial investment and policy support , and enhance the public nature of community health services ; insist on fairness and efficiency improved by combining the performance appraisal system, and promote the implementation of income support two lines system ; science approved charging items and standards , and improve the public health service compensation amount ; further reform of the pharmaceutical distribution supply system , the implementation of the national essential drug system , the implementation of basic drugs zero sales slip , alleviate the \phenomenon .
