Abstract


The aim of the present study was through the study of human resources for health in township hospitals in Henan Province, to understand the status of human resources for health in different economic level regional township hospitals, analysis and configuration differences among regions of human resources for health as well as the problems and build predictive models, The health technicians target year (2010 and 2015) predicted to provide the basis for the rational allocation of Henan Province township hospitals human resources for health and guidance. Health Workforce 2008 census data, the 108 counties in Henan province in accordance with the annual per capita income is divided into three levels of the different economic level areas, using a random sampling method was extracted from a variety of areas in seven counties, a total of 21 sample counties, census data analyzed samples County township hospitals health personnel. Analysis on the number and structure of health workers in areas with different economic level, to explore health technicians on the structure and configuration of the problem; based on 1999-2008 data, choose the highest prediction accuracy of the model, the target year of health technicians ( 2010 and 2015) to predict. Results township hospitals in Henan Province, the main technical force is young and middle-aged, the proportion of an average of 73.5%; township hospitals in Henan Province Health Professional configuration unreasonable, but the economy is good, the region better than the economically poor areas; any health qualifications working in health widespread practicing qualified health personnel in the areas of high economic level relative to other regions, but nearly 50%; township hospitals and health personnel qualifications and low technical titles, mainly Educational Level vocational school health personnel without any titles accounted for a large proportion of the relatively high level of economic good health personnel qualifications and titles. Through the use 1999-2008 data to predict the results showed that the method of gray system model error mean square minimum gray system model in long-term forecasts of different economic level health technicians in township hospitals and health of the three regions 2010 and 2015 respectively 6856,7691,5012,6154 and 6237,7458. Conclusion Henan Province township hospitals human resources imbalances in the distribution of the different regions of economic level should devote greater efforts to strengthen rural health services in poor areas; lower level of overall quality of the health personnel of township hospitals in Henan Province, the low level of economic regions, especially obviously should give policy support to strengthen human resources' introduction and training to improve the quality of the health workforce of township hospitals; highest prediction accuracy of gray model for a more reasonable prediction model township hospitals in three regions in 2010 the total amount of health personnel forecast, were 6856, 5012 and 6237, respectively, compared with 2008, an increase of 410, 391 and 508, township hospitals in three regions in 2015 the total amount of health personnel to predict the results were 7691, 6154 and 7458; three regions were up compared with 2008, 1245,1533 and 1729.
