Abstract


Real-time flood forecast regulation, as non engineering measure which can efficiently lighten the flood harm and reduce flood disaster’ s losing, plays a more and more important role in flood controlling and disaster reducing in recent years. In this paper, the establishment of flood forecast model, reservoir regulation model and the programming of real-time flood forecast software are researched in the process of researching and developing the Jin-pen reservoir flood forecast regulation system.The characters of Jin-pen reservoir flood forecast regulation system:(1) Jin-pen reservoir real-time flood forecast is realized relatively perfect, and the results of real-time flood forecast can be efficiently emended.(2) Decision-making support subsystem of real-time flood forecast regulation can automatically form real-time flood regulation scheme and can optimize the decision based on multi-schemes and multi-purposes.(3) All of the functions need in real-time flood regulation analysis and decision-making are integrated in the software, so its function is mighty.(4) Amicable user interface makes the software facile for operation and backtracking.In the first chapter, general situation and develop tendency is introducedabout the researches of flood forecast model, flood-controlling regulation model in home and abroad, and practical sense of the non engineering measures for flood-controlling, real-time flood forecast and real-time flood regulation management is analyzed.In the second chapter, hydrographic data and reservoir data of Jin-pen reservoir are analyzed and arranged.In the third chapter, xin’ an jiang model is chosen as enter reservoir flood forecast model based on the character of watershed, and the model is introduced briefly.Flood-controlling regulation scheme is constituted in the forth chapter. In order to satisfy the reservoir multi-purposes regulation request, rule regulation, preparative outflow regulation, optimal regulation, dictated regulation and mutual regulation models are applied in system regulation module, and fuzzy discrimination is chosen as regulation decision-making model.In the fifth chapter, an example is given to illustrate the part arithmetic of flood regulation system based on the measured data of Heihe watershed.In the sixth chapter, the designing and realizing of real-time flood forecast regulation system are introduced in detail through narrating the software system develop process briefly, and the corresponding technology and the system developing platform used in the software are explained.At last, a summary of the system developing is given and the research tendency in the future is pointed out.
