Abstract

Infrastructure is called the .last stronghold of the planned economy and the “border area ”of the market economy in china. By investigation in most provinces infrastructure investment accounts for only one percent of GDP. Obviously less than three-five percent of GDP that UN puts forward the developing Country’s infrastructure input during urbanization. The shortage of infrastructure has become the bottle-neck persecuting urbanization. The reason is that the idea that infrastructure is public project and owned to the government has blinded up the people. It results in the investing trench slackly and structure capacity inadequately, function efficiency lowly etc. but how to break up the stronghold and explicit the “border area” has become the hot topic that public administer and economy field discuss widely. The paper tries to use the means that conjoin the demonstration analysis and criterion analysis methods, use for reference and handle the existing research fruit of relative subject, analyze relative theories and policy of the track of infrastructure privatization. The structure of this paper is divided into seven chapters: In the form of preface, it points out the questions that infrastructure privatization is faced with and discusses. Chapter one: It reclaims the definition of infrastructure which includes the social and the economical infrastructure. Chapter two: Coming into 21 Century it is important for infrastructure rapidly development to realize the strategic restructuring of economy and maintain a rapid economic growth. Chapter three: It discusses the problems of infrastructure in vestment and choose theory of types of regulation. An traditional view considers infrastructure is public goods and owned to the government. As to the theoretical choice of governing types. It starts with its economical character. Its regulation types: nationalization and privatization. Chapter four: It discusses the supply of infrastructure. The boundary of the government and the private. according to the consumptive character. Public goods include public goods. private goods and mixed goods, we use ways that used in economy frequently of chart analysis method and analyses the possible quantitative combination between the government and the private. and find out the optimal combination field and the space efficiency. Chapter five: it discusses the non linear pricing and considers that infrastructure industry has come in for the government’s severe rule at present Meanwhile although nonlinear pricing applies in practice to some degree It lags the theoretical research. So nonlinear Pricing is important to infrastructure reform at present. Chapter six: it pictures the practice analysis of infrastructure private reform. The basis form includes BoT, ToT. etc and analyses ruiyun enterprise, use BoT successfully. Chapter seven: It makes up and designs the government policy ruler and regulation . It is a part of the infrastructure reform and also sums up how to establish a suit of now rule and regulation including rule and regulation institution and ensure the government rule and regulation activity run healthily and orderly. In a word, this paper is an inquiry into the infrastructure privatization. As to things like creative fruits of this paper, maybe as follows: Firstly beginning with a logical starting point the definition of infrastructure to discusses that it is the character that leads to the government bears full investment and low efficiency .Thus it deepens the background of infrastructure private reform from the various product types which infrastructure supplies. It gives the valid boundary of the government and the private. It can be said that this embodies the unique starting point..Secondly In infrastructure pricing it discusses the relations between the nonlinear theory and infrastructure field and discusses every part of the nonlinear it gives the strong grounds for infrastructure pricing.
