Zhang Boxing was a famous minister in the period of early Qing Dynasty.He had been in charge of JiangSu province government’s affairs as the JiangSu provincial judge , JiangSu governor,and played an important role in the development of JiangSu province .During his tenure in JiangSu ,owing to a series of noticeable cases ,the officialdom of JiangSu and even the whole regions south of the Yangtze River had been affected ,and Zhang Boxing also struggled in it .Finally ,under the Kangxi Emperor’s preservation ,Zhang Boxing was unexpectedly rescued from the desperate situation .Zhang Boxing was not the most outstanding officer of that era ,but his incorruptness obtained the widespread praise ,and the Kangxi Emperor made him to be the moral model which used to public the Clean political.Jiangsu occupied an important position in the country in early Qing Dynasty.ZhangBoxing undertook the important responsibility ,and didn’t fail to people’s expectations. Based on good foundation ,JiangSu got a better development .This paper tries to analyze Zhang Boxing’s management of JiangSu province from bureaucracy,people’s livelihood ,custom and humanize, coast defence and so on ,and try to draw an objective evaluation.
