Abstract

Macau very big chemical explosion fire accident occurred in the three years after the reunification , caused by the Macao SAR Government and the public is deeply concerned about the community on the safety management of dangerous goods storage warehouse construction put forward higher requirements . However, existing regulatory mechanisms , either administrative or enterprises safety culture construction has lagged far behind the technical requirements for the storage and transportation of hazardous chemicals safety management and development , and very prominent contradictions . Looking at the current laws of Macau hazardous chemical storage and transportation regulatory system is not clear, without a clear the provisions defined and Conditions provisions , and only limited regulated chemical storage and applications within the industrial sites , and for non-industrial chemical goods storage, transportation, use and handling of the situation , is still a lack of relevant safety regulations and measures . This thesis is through research and explore Macau hazardous chemical storage and transportation inadequacies of the regulatory system , and the feasibility of proposed legislative changes proposed . This thesis is divided into a preface, text chapters and epilogue , the text of about 60,000 words . Preface that the motivation to carry out this study , the significance , scope and method . The first chapter discusses the storage and transportation of dangerous chemicals, an overview of the regulatory regime , first elaborated the concept of hazardous chemicals , and then discusses the characteristics of the hazardous chemical storage and transportation system , hazardous chemical storage and transportation accident cases Analysis and practical significance . Chapter binding status and practice of dangerous chemicals in Macau needs demonstration must establish a comprehensive and to improve Macau hazardous chemicals storage and transportation regulatory mechanism . Conclusion concludes the paper perspective and to proposed the appropriate Macao Special Administrative Region (SAR) regulations some unique insights .
