Abstract


Establish reasonable social security financing the social security system of a country is to build the core issue . At present, China's social security undertakings though has taken shape, but in the operation and management is far from perfect , which , because of financing problems caused by particularly strong . I think that the introduction of social security tax, improve the social security financing , China's current social security system reform and improvement breakthrough. This paper is divided into four parts , from the perspective of institutional design and legislation , the use of international comparative research methods of social security tax on the necessity of the elaboration of the social security tax on the feasibility study on the basis of the analysis put forward China's social security tax system design concept , and further raised about building a scientific and rational system of social security taxes should have the support measures recommended in order for the improvement of the social security system be helpful .
