Abstract


The protection to retailing site resource is going to be strengthened more and more in the management of government due to the site resource scarcity. Not only the developed countries but Chinese government has shown its great attention to this issue when Wang Tian, a delegate of National Congress, proposed for legislation to discipline the location competing between retailers and to provide equal flat roof for all retailers from different property.Scholars have different opinions on whether we should take measure to discipline retailing locating or how we could reach the target. Despite some divarication the protection to retailing site resource should be inevitable. It is both theoretically and practically meaningful to accurately realize and properly program the safeguard to resource.Besides the preface, this paper has five parts.By analyzing some relevant factors to location achieving, the first part shows the great importance of site resource, for not only retailers, but also the government who serves the long-term economy growth. Also, it puts forward that involvement of government guarantee the proper configure of site resources.In the second part several theories relating to retailing locating are discussed in detail, which lays a foundation for the later analyses. These theories include the trends of retailing locating, retailers adapting to surroundings and their complicate relations when they are competing for advantaged position.Part 3 focuses on the comparisons of the current situations and effectiveness of government management to the site resource between the United States, France and Japan. It could be a reference to our policy exploration.Part 4 shows us Chinese current status on site allotting. It detailed analysis the resources configure, how retailing entrepreneurs act on the limited resources, and shows the great pressure of unrestricted site scrambling to both regional and national resources. What’s more, it points out the deficiency of our resource governing.Based on the former parts, the fifth part states the limitations in government protection policy and tries to provide some suggestion accordingly.
