Abstract


The existence of vulnerable groups is a widespread social phenomenon, both in developed and developing countries, there is a certain number of vulnerable groups; vulnerable groups exist in various forms, complex causes, compared to other countries There is a special side. Especially since the 1990s, with the gradual establishment of the market economic system in China, the vulnerable groups increasingly prominent, has become one of the important risk affecting China's economic development and social stability. Thus, the issue is the main problem of the urgent need to address the socio-economic development process. In theory, the history of mankind into a \Marx and Adam Smith, Western economists have made a related discussion on this issue. Especially since the 1960s, at home and abroad in a clear basic connotation of vulnerable groups to further strengthen the research in this area. Such as, foreign scholars to carry out a special study of the social support of vulnerable groups, that to build a network of social support for vulnerable groups, the government played a leading role. Vulnerable groups formed in the reform of China's market economy, the domestic scholars also carried out some analysis, but is not yet in-depth analysis, and the lack of systematic research on how to use fiscal policy assistance to vulnerable groups is still not enough. Therefore, the status of vulnerable groups in the current market economic reforms to seriously analyze and study how the use of fiscal policy to assist vulnerable groups, to obtain the necessary social support, and share the fruits of reform and construction, and gradually integrated into mainstream society, has important theoretical and practical significance. In this paper, starting from the point of view of economics, finance, basic connotation of vulnerable groups, causes, and the status quo of China's vulnerable groups, a comparative analysis of fiscal policy on foreign assistance to vulnerable groups, based on fiscal policy recommendations for assistance to vulnerable groups. Discusses papers from the following four parts: the first part is mainly from the basic meaning of the vulnerable groups, the formation of the reason, the presence of vulnerable groups, economic development, and assistance to vulnerable groups, theory and other aspects of the vulnerable groups of the relevant economic theory analysis ; second part of the use of horizontal comparison and longitudinal comparison of the current situation of the vulnerable groups of the Transition empirical analysis, and pointed out: the growing stage, the scale of the vulnerable groups, the structure is more complex, more widely distributed; their disadvantaged degree also deepening the gap between the level of the average living standards and public life growing; Part III conducted a comparative study of fiscal policy on foreign assistance to vulnerable groups, introduced the assistance of developed and developing countries fiscal policy for vulnerable groups as well as the revelation of China's assistance to vulnerable groups and Reference; fourth part of the policy recommendations of financial assistance to vulnerable groups, the first of China's fiscal expenditure policy regression statistics, analysis of public expenditure policy assistance to vulnerable groups the effectiveness and feasibility; put forward policy recommendations to expand the scale of public spending, adjust the structure of public spending in order to strengthen the efforts to aid the disadvantaged groups. Second, the proposed assistance to vulnerable groups of tax policy advice and assistance to vulnerable groups supporting measures.
