Abstract


Under the circumstances of the publicity of government information, this thesis, from the perspectives of Public Administration and Archival Science, will discuss the relationships among government information openness, citizens’rights to know and the publicity and utilization of files; in addition, some existing problems will be analyzed and countermeasures be rendered.In recent years, information openness is the essential responsibility for Chinese authorities and other non-governmental organizations to perform. And government information openness is the most vital one. This publicity has powerful fundamental basis regarding laws and regulations, and with whose guarantee it can be implemented. Right to be informed is citizens’ basic interest. Especially with the speeding up of social democracy and the cultivation of citizens’ awareness of laws, democratic rights and archives, people’s desire to know the information about archives has been gradually enhanced. The good news is that the government information publicity ensures the realization of citizens’ rights to know, particularly the right to know archive information. Generally speaking, the original form of archive information is government information. Whether the openness of government information and the publicity of archives contradict, or how to tackle their relationships and to make archives conducive and beneficial to the citizens are the contents that deserve to be discussed currently. From the perspective of the openness of government information, this thesis will explore the following aspects:given the new situation, as archival departments, how should they transform ideas, update philosophies, close to the masses, change the substances and approaches of services? And how can they better undertake the significant functions of government information publicity, and nicely connect the openness of government and archive information to make sure that the of citizens’ rights to know can be extensively realized?Using two cases as the introduction, the thesis will analyze the existing problems in present records’ utilizations, afterwards, the relationships among citizens’ rights to know, the openness of government information and the employ of records will be discussed. The author will also borrow ideas from advanced foreign experience and operation and analyze the problems in Chinese archive publicity and finally will put forward some countermeasures, which have certain reference values as well as instructive significance.
