Abstract


Software industry is the core and soul of information industry. Characterized by high value-added and high level of technology, it is penetrating every aspects of the national economy and social production and life. It is observed that software industry should be the strategic leading industry which deciding the competitive power of a country in the future. Entering the 21th century, the recombination and rebuilding of the global economy by software industry is becoming more and more rapidly. Today, more and more software-developed countries have edged into the market which having huge profit, and they all hold their places respectively. Besides, more and more countries are aiming at China which is the biggest potential software market in the world.The purpose of the article is to recognize the place of China’s software industry in the world and the problems existed through the analyzing of the development environments, present situations and main influential factors of China’s software industry, under the background of the development of the global software industry, combined with the successful experiences of software-developed countries, to find the strategies fitting the situations of China, thereby provide policy-makers with theoretical references.There are three parts of the article. The first part analyzes the characteristics of software industry and the developing situations and trends of global software industry, put forward the great significance to our country by developing software industry. The second part states the development history of our country’s software industry, analyzes the policies, society, economy and technical environments of the development of software industry in our country, and analyzes the whole situation, market structure, production elements, industry clusters and enterprise operation modes. The third part is based on the practical situation of the development of software industry in China, with the combination of successful experiences of software-developed countries, makes several pieces of strategic consideration for developing software industry in our country.
