Abstract


With the economic growth, people’s standard of living has been significantly improved,but the living conditions and the quality of life is actually facing the threat which drops. The people to return the nature, to enjoy the natural scenery and the region culture demand grow day by day, thus has led the tourism swift development. People has seen the enormous economy benefit that tourist trade brings about only, has ignored the protection to the resource and ecological environment touring but, has caused every beauty spot touring, the spot ecological environment to have met with contaminating to varying degrees and have destroyed but, among the past several tens years. So far, people begins to show solicitude for environment problem initiated by tour.Eco-tourism is one kind of the sustainable development tour after the pattern is raised, broad having got the industry touring in every country approves and carries out with the person, have demonstrated the very forceful field developing tendency. In the 1990s the eco-tourism spread to our country, has also started a development eco-tourism upsurge in our country. Specially in the tourist resources quite rich Yunnan, the eco-tourism enjoys the favor. In January,1995, "the Chinese head convening in Xishuangbanna prefecture Jing Hong City session of ecotourism discussion " is the starting point that Yunnan Province eco-tourism develops greatly. Herefrom, the Yunnan organism’s habits tourist trade has entered a develop rapidly period, have driven Yunnan Province eco-tourism going a step further to develop especially after undertaking "99 Chinese Kunming World Horticulture Exposition " who take "human being and the nature as" subject especially in 1999,banner having shown eco-tourism everywhere numerously and confusedly. However, because lacks the vacancy which the corresponding system construction legislates particularly, caused Yunnan Province to have the massive questions in the development eco-tourism process, many eco-tourism resources were destructed, once enriched the eco-tourism resources declined gradually, this constituted the Yunnan Province development eco-tourism huge hidden danger without doubt. How to correctly guide the eco-tourism in Yunnan healthy, stable and rapid development has become the focus of attention from all walks of life. It is clear that eco-tourism and improve the legal system is the realization of sustainable eco-tourism development goals of a necessary way.This article takes the object of study by the Yunnan Province eco-tourism legal system, after brief introduce that legal system has carried out a boundary on eco-tourism stablely after eco-tourism relevance concept,the author is tied in wedlock Yunnan province feeling by analysing the parallel abroad part country and Yunnan Province eco-tourism legal system current situation,legal system has brought forward a little suggestion to perfect Yunnan Province eco-tourism, to look forward to having certain drawing lessons to consult an effect to actual job.
