Abstract

A time when China’s reform and opening up the current critical stage, the momentum of rapid economic development has become a world economic system critical component. To maintain the good momentum, not only the progress of science and technology are advancing rapidly, the domestic economic environment, good protection; the same time, a greater need for a harmonious and stable social environment as a whole. Particularly in complex economic environment in recent years, in an atmosphere of transformation includes a variety of economic system, the imbalance in regional economic development, widen the gap between rich and poor people in, deepening the aging degree of the situations that have a harmonious and stable social environment and protect people’s lives needs to enter the health of our country’s economic operation mode. If the Early Days of adhering to the "Cathay Pacific" can only "public safety"; so, now we should advocate that the "public safety" more to promote "Cathay."Since the founding of our country’s social security contributions are taken way to raise funds, with the continuous advance of China’s economic construction, the drawbacks of this way of fund raising gradually revealed, the lower level, too narrow, backward management, have been far need to adapt to the realities of our country, therefore, the social security system reform is urgent. As one of the most critical step in raising the social security funds, will inevitably have to make adjustments, then the Social Security Tax is also imperative. In recent years, China’s social security tax on the collection calls have become stronger, and theories related to the design of the system are endless, but so far not been implemented.Of course, there are many reasons for this hope from the perspective of people’s livelihood, to re-examine our social security system, analysis of the establishment of a social security tax on the feasibility and possible obstacles to the establishment of social security for our new system to provide more lines effective methods and strategies.Article is divided into six chapters, chapter Introduction, introduces the purpose and significance of writing paper, domestic and international research profile, the paper’s innovation and research methods, etc.; in the second chapter describes the process of development of social security and national created according to its own conditions of different social security system; theory starting from the third chapter, after defining the social security system in the related concepts, characteristics; fourth chapters of the actual situation in our country, from the perspective of people’s livelihood, set of Social Security the necessity and feasibility of tax; Chapter of the process of Social Security taxes may be the reality encountered obstacles and make recommendations accordingly; Finally, the actual situation in our country, in the sixth chapter in the construction of proposed system should be focus on the problem and the related supplementary systems.
