Recyclable industry is an integrated industrial chain, including collection, classification, transportation, dismantle & decomposition, and reclamation (materials and energy) and treatment of final wastes, as well as production and preparation of regeneration materials, their reproduction and other links. Development of recyclable industry means to join the above mentioned links and coordinate them for coexistence. The aim of the recyclable industry is to treat the traditional "wastes" as the resources and transform them to minimize taking the resources from the nature.However, severe environmental pollution problems exit in the dismantle & decomposition section of the waste goods. Particularly, dismantled & decomposed garbage residue not only seriously destroys the natural scenery, but also the toxic and harmful contaminants, contained in the residue, dissolve out under the action of the rainwater. They are longtime contaminating sources and will contaminate the nearby soil, surface water, underground water and agricultural crops.Based on the previous literature, the author has carried out analog experiments on the ten-year rainfall amount and acid rain dissolving the garbage residue, and determined the content of pH, CODcr, oil, heavy metal (Cu, Zn, Ni, Hg) in the dissolved liquid, and analyzed the releasing rule of these contaminants.The result of the analog experiments on ten-year rainfall amount and acid rain leaching out waste shows that dismantled & decomposed garbage residue is not only a serious organic contaminating source to the water environment, but also a serious oil contaminating source. The dismantled & garbage residue may contain a great amount of alkaline (including metal and metal oxide). It is an important Zn contaminating source which also is Cu contaminate, but it basically has no influence on Ni and Hg contamination. If we strengthen management, re-separate and reclassify the waste rubber, copper and lead from the dismantled & decomposed garbage residue, and the un-dismantled thin wire, the heavy metal existing in the garbage residue can be reduced and by this way the heavy metal existing in the rainwater dissolved liquid can be greatly reduced.
