Abstract

Alonging with the economic development and population increasing, the environment pollution and resource exhausting has become more and more serious, which has baffled the the healthy development of human society. Thus, it has become a common wish for people to realize the sustainable development of social, economy and environment. The rules of sustainable development have become the core content of the programming of social development. Environmental programming is reasonable arrangment of the time and space of the human activity and evironment according to the research on the variety direction of the environmental problems and the regulations of the social economy, ecology and geography. It is the application of the sustainable development strategy on the level of programming, which plays important role in regulating the relationship among environment, economy and society, preventing the problems of the environment, and promoting the sustainable development of environment, economy and society. China is a developing country, where the economy develop rapidly in recent years. Thus, it has become the hotspot for human to realize the harmonistic development of economy and environment using less capital. The development area, as the window of innovation and opening of China,has the responsibily of attracting fundations and developing the areal economy, which leads to the problems of environment and resouce become much more serious. Therefore, it is urgent to establish the scientific, perfect and feasible environmental programming and related management system, so to realize the sustainable development of the area. However, during the process of areal development of China, it is common in most of the development areas to purchase the rapid developemt of economy blindly, neglecting the environmental and ecological protection, which causes resource exhausting and environment worsening resulting in that the economy develops slowly. Therefore, it is very necessary to establish instructional and feasible environmental programming. Alonging with carrying out the stratagem of re-collecting the industrial base of Northeast, the economic and technological development area of Jilin has become the hotspot of economic develepment in Jilin province because of the advantages of location and resource. The economy of the area will develop rapidly , furthermore, the special industrial structure of Jilin city will make the areal environment worse if the environmental protectin was neglected, because of the big proportion of industry with serious environmental pollution problems, such as industry of chemistry, chemical fibre and grain processing.Thus, Thus, at the beginning of development, the area can be programmed from the angle of sustainable development, so that the aim of regarding prevention as the primary intention will be realized, and the reference for the environmental and contaminative management of the area will be suplied. It includes 6 chapters in this paper, and the content of each chapter is as followed. Chaper 1 Some basic information of the the environmental programming was introduced, including the producing, developing and some theories, as well as the purpose and significance of the paper. Chaper 2 The current environment of the economic and technologicaldevelopment area of Jilin was described, including the method of collecting the materials and assessing the environmental quality, the natural environment of the area and the assessment on the air, surface water, ground water and the sound. Chaper 3 The pollution sources were investigated and the contamination amount were forcast. The pollution sources were investigated, counted and assessed according to the mail environmetal factors. The amount of the contamination in each phase were quantitatively predicted. The variety direction of the areal environmental quality were analized. Chapter 4 The capability of the areal surface water and air evironment were assessed according to the regulation of environmental function and environmental aims, combining the datas got from the detection of current environmental quality and the investigation on the pollution sources. Chapter 5 The areal environmental protective programming was established. The goals of environmental programming and the function of the environment were identified, and the feasibility of the programming was analized. In order to realize the goals, the areal programming of contaminative prevention and cure and repairing were established, including the air, the surface water, the ground water, the noise, the solid wastes and ecological environmental management, as well as the assure measure of policy, foundation, technology and management which would ensure the programming being actualized favorably.
