Abstract


Social security fund is the physical basement of the smoothly practice of social insurance fund. How to manage this capital and to use it properly is important to the fulfillment of the policies for improve and ensure people’s living, it’s engaged to the social security system’s long-lasting development and the whole nation’s stabilization. Before the opening-and-reformation, the employees’all welfare is reimbursed by their companies. At that time there is no concept of fund and there is no supervision of funds. With the development of the social security system, the concepts of balance fund and Accumulation fund generally came out, and the supervision to funds are being raised on schedule. The nation carried out several policies to ensure the safe of the social security funds and set up the expect organization to inspect the management and circulation of funds. Along with the development of the social security system, the whole nation are trying to improve the social security inspection system, the funds are safer. In recent years, there exposed several cases about the defalcation of funds, and humorous money were lost, it was really a huge damaging to the society. These all have exposed the problems in security fund system. With the economy development, people insured are increasing, the social funds are become more and more huge, it’s harder to manage and inspect it than before. Until now, the balanced funds of Pension, Unemployment Insurance, Health Insurance, Injury Insurance and Maternity Insurance are over thousands of billions. We have to consummate the law system to ensure the safety of a huge fund.The first chapter for introduction summarizes the department for selection and meaning and selection of research methods. The second chapter has discussed the background and the meaning of the studying of supervision of the social security funds. Have discussed the international and national backgrounds of the social security funds supervision, explained the international development and national development, and then conclude the meanings of it, to prepare it for better discussion of the social security funds supervision. The third chapter has discussed the situation and the exiting problems in the social insurance fund supervision. With the detailed declaration of current law system, organization system of social security fund supervision, I conclude the problem that exists. The fourth chapter has discussed the law system of social security fund supervision in America, Chile, German and Japan. I have analyzed the advantage and hope it could be worthy reference experience to improve our nation’s supervision system. With all above and the nation’s situation, the fifth chapter affords several solutions to improve the current social security fund supervision system. Firstly, establish and improve the current law for social security fund inspection system. Secondly, consummate the audit and accountant system, establish message exploration system, etc.
