Abstract


On the basis of this paper based on the perspective of government functions, from the information economics theory, the market failure theory, through the analysis of the functional role of the national government in the credit system, according to China's national conditions, the effects of the current the place credit system construction practical experience, explore the important role of the government in the process of constructing a credit system in China, and government should be how to intervene in problems. Analysis of the practical process of social credit system in China, found that some of the problems: the involvement of many government departments, the formation of the \Credit slow development of the company; credit information standards are not uniform; system security is not necessary. Meanwhile, the construction of credit system, there are some difficulties: First, did not form a unified national credit management of the legal system, the protection of the public lack of institutional credit data, lack of market-oriented operation of normative. This paper argues that China's credit system construction should follow the government to promote the principle of market-oriented operation, government participation in the construction of credit system to establish a government credit and the concept of limited government. This paper argues that the Chinese credit system should include five subsystems: the legal system, the regulatory system, the education system, the credit system and credit intermediary system. Construction of credit system, you must follow a few principles: systematic, global; feasibility, operability; government to promote market-oriented operation; effectiveness. Based on the perspective of government functions, from the four main aspects of proposed credit system construction policy recommendations: to establish and improve e-government platform to facilitate and promote the perfection of the legal system, the credit intermediary platforms and the government regulators. , Unified data platform of government departments at the exchange of information, but also the credit agencies collecting information source for government information; legal system, including the related legal information, employment agencies, privacy, trade secrets, bankruptcy; the credit intermediary platform includes credit information collection, Credit Information Resources Construction of two parts; government regulation is government supervision of credit intermediaries.
