Abstract


With China’s rapid economic development, man has done a lot of harm to the environment and natural resources. Because of that, we have deteriorated the environment shared a tense relations with the resources. The pollution of water resources, particularly of drinking water sources has seriously restricted the development of some areas. In rural areas, because of backward in health conditions and equipment, making a number of issues emerged in drinking water sources, water quality deterioration, and thus caused some water-related diseases affecting the rural population’s health and safety. Although our drinking water source protection legislation in the rural areas have already achieved some results, but there are many deficiencies, therefore, we should strengthen the protection of rural drinking water sources.Main reason for the deficiencies in the rural drinking water sources protection is the legislation guiding have errors, and the legislature lacks the scientific and technical support, and the legislative process is unscientific. In view of this, in the improve the process of the rural drinking water source protection legislation, the concept of scientific development should be established as the drinking water source in rural areas of legislation guiding, also we must establish the principle of the rural drinking water source protection legislation, such as the priority protection principles, the precautionary principle, the security principle of fairness and the principle of state support. And to all guided by the principle, improve rural drinking water source protection legal system, drawing on the experience of foreign countries on the basis of legislation on rural drinking water quality monitoring system, drinking water systems of protected areas, drinking water and other emergency response system to perfect the system, and we must to establish scientific and reasonable legal responsibility system of rural drinking water source protection, to ensure the safety of rural drinking water sources.
