Abstract


Traditional Chinese is changing to a modern state, and the pace of moving further and faster, a modern state outline a gradual shift from vague to clear. For nearly two decades, China’s administrative legal system has made substantial progress. And the government has planned for the building of the rule of law among the modernization process. But the rule of law is most closely with the Chief administrative law enforcement have existed many problems, despite repeated reforms have not yet been fundamentally resolved. A modern legal system, transplant secretly planted the seeds of Western culture in the rule of law, but their deep-rooted tradition of genes has the upper hand. Particularly in the law enforcement concept,Or the right of Large large, management, or services to haunt us, but the resultant power to suppress the right to neglect the rights of individuals things happen very often. Idea is to guide behavior, but behavior is a manifestation of ideas. Administrative and law enforcement problems arising in the process reflects the concept of administrative law enforcement of socialism is not in place. Study in China’s administrative law-enforcement problems, from which the summary, is to improve the practice of the socialist concept of the basis of administrative law enforcement. The improvement of the socialist concept of administrative law enforcement will also promote the rule of law and good government.The article will be law enforcement, administrative enforcement, ideas and a series of in-depth interpretation of the basic concepts to explore the formation of the modern concept of principles of administrative law enforcement, trying to the problems of modern administrative law-enforcement attempt to bring out ideas on the reasons, to build a more perfect administrative law-enforcement philosophy body concept system. This paper reflects the administrative enforcement of the open, interactive, diversity, humanity, efficiency-oriented, justice and protection of human rights aspects to rebuild the concept of administrative law enforcement. Shigeki concept of administrative law enforcement is the emphasis on law enforcement, the first step in reshaping the image of law enforcement, for the building of a government by law and promote the role of guiding significance.
