Abstract


Between the state and society as a middle level between individuals , interest groups is an expression of interest requirements , feedback policy information and communication modes actors . Competition between interest groups , particularly on the policy process has a significant impact . And interest groups influence is rooted in the economic interests of different social classes . This paper analyzes the benefits of our society differentiation and thus the formation of the pattern of interests , explore China's grain price policy twenty years since reform and opening policy evolution and use of policy preference function model , measuring producers, consumers and the government benefits subject in the rice price policy arising from the formation of policy influence, to explore the rice price policy-making process is how to influence by the different stakeholders , and the form to indicate the weight of this influence. The results showed that rice price policy-making process by a number of stakeholders affected stakeholders influence policy as the deepening of market-oriented reforms and changes, ie the weight of rice producers tend to rise , while the urban consumer weight decreased slightly , but still higher than the producer has greater policy influence. Government administrative agencies because of their pursuit of self interest also occupy a certain proportion , but it is also a downward trend . Stakeholders influence policy changes, will inevitably lead to adjustment of interests between stakeholders , and this is a long process. This proposal is that food price policy to protect the interests of agricultural producers , while enhancing the ability of farmers to express their interest , the government in the formulation of food price policy and the public interest when properly handle the relationship between their own interests .
