Abstract


July 1, 2004 \establish and improve the socialist market economic system , strengthening of good governance , are extremely important. However, in the administrative licensing lack of supervision and inspection mechanisms that lead to the implementation of administrative licensing existence of this or that problem . Therefore, how to improve the administrative licensing supervision and inspection system is necessary to study and discuss the administrative permission to implement a more rational , strong, orderly and effective. This paper attempts to present administrative law perspective this phenomenon cuts , combined with Shanghai and Taiwan farmhouse administrative supervision and inspection of the actual license , a combination of legal analysis , empirical analysis and comparative analysis and other methods , supervision and inspection system of administrative licensing adequate research, clarify establish a sound supervision and inspection system of administrative licensing the importance, necessity . This article from the introduction, body and conclusion of three parts, of which the body is divided into three chapters. The first part is the country 's administrative licensing supervision and inspection system overview . Mainly on administrative licensing supervision and inspection system concepts and features elaborate , but leads to the current supervision and inspection system of administrative licensing status and cause analysis. The second part is by an example , that the current Shanghai farmhouse supervision and inspection aspects of administrative licensing status and problems , and describes Taiwan farmhouse supervision and inspection system of administrative licensing experience and enlightenment . The third part is the main part of the study focuses on how to improve supervision and inspection system of administrative licensing Reflections and recommendations. Put forward a sound supervision and inspection system of administrative licensing practical significance , principles, basic requirements, innovations and to propose concrete measures and proposals.
