Human resource is the key issue in revitalizing the old industrial bases in northeast China. Previously, the reason for the development and growth of the old industrial bases in northeastern China lied in the gathering of various talented people who contributed their wisdom and creativity. Today, if we want to revitalize the old industrial bases, we still need to attract all kind of talented people who can demonstrate great initiative and will play key role in the process. From a historical perspective, talents had play a very important role in the building and development of the old industrial bases; from the current situation, there is a urgent need in drawing in talents in order to revitalize the old industrial bases in northeast China.The key point for the revitalization is to deepen the reform of state-owned enterprises located in the northeast part of China. Since people is the major actor in the process, making full use of talented people can really accelerate the process of revitalizing the old industrial bases in northeast part of China. This thesis introduces a survey on the staff turnover and management in some state-owned enterprises in the old industrial bases in northeast China. And based on the result of the survey, the thesis gives an analysis of the reasons for the turnover, and puts forward the solution and relative methods and mechanisms. The analysis is based on case studies.Hopefully, through the research done in the thesis, the writer can provide some feasible and operational measures and solutions in helping the state-owned enterprises in northeast China improve their competitiveness and helping to accelerate the revitalization and development of the old industrial bases in northeast China.
