Abstract


So far, the format and mission of Public Security agency has changed a lot.The task of Public Security is faced with developing chance unprecedented. However, thing is dialectic, there are still lots of impacting on harmonious and stable problem. Recently, it’s unfit problem of the ranks of Public Security outstanding day by day. "Breaking the law", "lawless" Poor implementation, The law enforcement is apparently not effective enough. So to meet the needs and trends of society development, public security organs should take urgent actions by employing modern scientific management idea to create a whole new management strategy and realize the reasonable structural arrangement, the scientific personnel management, the clarity and standardization of positions, the strict education and training, the sound motivating mechanism.The normalization of public security staff, in accordance with its missions and characteristics, is to realize the standard, formal, legal and scientific personnel construction and management whose various aspects are legally unified and standardized. This enforcement is in accordance with strict operation stipulations and requirements. To realize their systemization, public security organs should take standardization reform on the decision-making mechanism and the traditional management model by taking modern methods like standard examination. A creative, efficient and international management system should be established to ensure an international operational system for the purpose of various law enforcement activities.
