Abstract


After canceling the agricultural taxes, functions of some village and town organizations have died out. As a result, the work burden of village and town’s cadres have been lightened and the financial income has been reduced. To the whole country, how the village and town political power develop has become a noticeable problem, which mainly depends on farmers.The essay takes the case of Xian’an as a model and studies the village and town system refonn in post-agricultural times. The writer thinks that Xian’an’ model has not only theoretical guiding value but also practical reference meaning. From the theoretical view, how to deal with the village and town system reform remains as an open question that experts have been discussing since the refonn of taxes and fees in the county. However, the theory about village and town system refonn either falls behind or surpass. Moreover,It has some gaps from the present village and town situation in our country and it is not suitable for guiding people to practice. From the practical view, the whole country’s village and town system is in its path finding stage without a fixed model. But the reform in only some places is limited to canceling and combining the village and town, simplifying the village and town organizations or diverting the staff. Basically speaking, this is just" organization reform " not " system reform " .Village and town series of comprehensive reform in Xian’an started earlier, not as simple as simplification or cancel. It’s thoroughly transformed to V&T system reform, power structure and the way of operating. To sum up, the experience and lessons from Xian’an reform has reference meaning to the middle and west V&T system reform in our country.The article is made up of three chapters. The first chapter gives a brief account of some relative theories concerning the V&T system reform in post- agricultural tax times. It defines the meaning and the feature of post- agricultural tax times and V&T system reform, and it analyses the requirement to the V&T system reform by post-agricultural tax times. This chapter illustrates also the V&T system refonn response the post-agricultural tax times. The second chapter is devoted to Xian’an model of V&T
