Abstract


In the disaster prevention and reduction system of China’s government, thePublic Security Fire Troops is the main force in fighting the fire. As we all know,extinguishment is a special job with formidability, complexity and danger. As JohnSalka, the captain of the New York Fire Department remarked,“Sometimes we referto fire as the Beast or the Demon, not out of some misplaced sense of themelodramatic, but because sometimes it behaves like something that is trying reallyhard to kill us.”In the great development of China’s economy, the public security firetroops have made great contributions to the defense of social security and people’slives and property.At the present time, having established a whole set of command system forextinguishment work, Tianjin Public Security Fire Troops has constructed a relativelyperfect managerial mechanism.However, along with the development of theindustrialization, urbanization and economic globalization of Tianjin, disasters,accidents and social events of all kinds assume new characteristics, such asdiversification, wholeness and radioactivity. The destructive force of disasters and theanswering difficulty is mounting. Facing with the disaster situation and theenvironment of public administration, a new set of commanding organs, commandingmethods, training measures and logistical service management methods must becreated, to adapt to an emergency rescue to all kinds of disasters instead of a singleextinguishment rescue, and to adapt to market economy instead of planned economy.Only when the Public security fire troops develop an emergency rescue commandingsystem to adapt to the new situation, could they glow new energy.The paper shows the theoretical basis of the emergency rescue commandingsystem of Public Security Fire Troops from the relation between disasters andemergency rescue, the historical development of emergency rescue of Public SecurityFire Troops, and the research to the theory of emergency rescue. By means of the emergency rescue commanding mode of overseas fire troops, it clarifies that theemergency rescue resources in Tianjin should be integrated based on the aim andprinciples of the establishment of fire troops’emergency rescue. It also clarifies thatan emergency rescue commanding system of Public Security Fire Troops, includingcommanding organs, emergency troops, commanding procedures, pre-plans andpersonnel training should be constructed. It analyzes and formulates theimplementation strategies of emergency rescue commanding system of PublicSecurity Fire Troops through interviewing method and SWOT method. It tablesproposals about optimizing the organization and commanding methods, strengtheninghuman resource management and clarifying the guarantees of emergency rescue,focusing on a series of problems during the implementation procedures of thestrategies.
