Abstract


At present , the internal management of many enterprises is in a mass. The strategy goal cannot be transferred from department of management to operation. One of the most important reasons is lack of comprehensive budget management system. Since I have worked as a financial officer in SBN for several years and have some experiences in how to establish a comprehensive budget management system. I am trying to introduce it based on industry of broadcasting network to the reader with an example of SBN.On the situation of broadcasting network industry, the report explores the establishment of budget management system by using comprehensive budget management theory and organization theory, tries to make it effect in enterprise management and development. This paper intends to give a deeper understand the essential of the budget management through the analyses of the theoretic basis of it -agency theory and internal controlling theory. On this basis,
