Abstract


After joining the WTO , China to further reduce tariffs , eliminate a number of restrictive measures such as import licenses , etc. , a large influx of foreign goods and services will be inevitable . Due to the lack of international competitiveness of many of our industries , to invoke the protection is known as a \Safeguards is crucial in the WTO legal rules in a regime of exceptions , refers to a sharp increase in imports and the related industries of the importing country to cause serious injury or threat of serious injury , a restrictive import measures taken by the government of the importing country in the WTO the multilateral trading system , safeguards mechanism is its function as a \balance the interests of the members , to maintain the stability of the multilateral trading system , and safeguards as relief industrial damage , balance of trade interests of important trade policy instruments and its role has become increasingly subject to the attention of the members of the WTO . Such a case the author safeguards the history , characteristics , and the WTO agreement in all kinds of safeguards rules , analysis of the relevant levels of safeguards in China , and put forward recommendations to improve our security system . I hope this can be of contributing to the perfection of the system of safeguards .
