Abstract


Supply of public goods in rural areas for rural economic and social development has a significant impact. Especially the 2004 tax reform after the abolition of agricultural tax , although to a certain extent, reduce the burden on farmers , has seriously affected the supply of public goods in rural areas . For such a relatively backward Northwest region , its supply of public goods is even worse . Therefore, how to effectively improve the supply of public goods in rural Northwest efficiency , this paper meet the actual needs of farmers prefer to start, based on Tiebout model, this problem is studied . First , the article for the domestic and foreign scholars on the definition of the concept of public goods and public goods theory are briefly reviewed , and its expansion into rural public goods supply, the theory of public goods in rural areas the main ideas are outlined. Theory-based review on the basis of this study, the concept of public goods in rural areas should be defined. Then the Tiebout model and its related theories were reviewed, as the theoretical basis to solve practical problems . Secondly, for the Northwest region of rural public goods supply situation and existing problems are analyzed . In addition to tax reform for the township ( town ) level of financial operation has brought great difficulties , thereby greatly reducing the ability of rural public goods supply , but also there are a few more important question : Rural public goods suppliers and demand the lack of effective demand and smooth exchange and communication ; lack of effective decision-making mechanism of supply ; supply inefficient. After this paper based on field survey data , the Northwest Region Rural - in Shaanxi Province of demand and supply of public goods for statistical analysis , and descriptive statistics on the basis of a comparative analysis , see the government of public goods supply and farmers whether demand is consistent . In the qualitative analysis and quantitative analysis, according to Northwest Territories special case assumption for the Tiebout model defining a simple fix , and finally corrected \supply , put forward some useful suggestions .
