Abstract


End of the twentieth century , with the gradual establishment and development of China's socialist market economic system , the modern enterprise system, employment , medical , housing and social assistance , and a series of social security system faces a huge change . Has improved steadily and gradually establish a market-oriented employment system and social security system , the socialization of the increasingly frequent mobility and social insurance relations gradually embodied , Social Security has become an inevitable trend of the development of the social security system reform to achieve social management . The emergence of the Social Security card , Social Security social management provides new ways to realize , can better adapt to the needs of the labor and social security under the new situation business management , rich government serve the people means to improve government service level integration of government information resources , recycling social security workflows , and convenience of the public to apply for social Affairs has great practical and historical significance . This thesis documentary research and empirical research method , the use of e-government , information resource management , integrated management theory , combined with the practice of the status quo of the Shanghai social security card works , to analyze the problems in the Shanghai social security card , and put forward specific proposals to further strengthen the construction of the city 's social security card , and that the city social security card to further its development brainstorming . The thesis consists of five parts: The first part of the research background , the purpose of theoretical significance and practical value , introduced the method and framework of this paper , and related concepts . The second part of a detailed analysis of the domestic part of the typical urban social security card construction status quo , summed up the general trend of the domestic social security card development . The third part describes the background and development status of the construction of the Shanghai social security card . The fourth part of the main problems pointed out that the construction of the Shanghai social security card , and focus on the five areas of collaboration, from the organizational mechanisms card forms, regulations and restrictions that causes problems . The fifth part of the fourth part of the problem , combined with the current overall trend of the development of the domestic social security card , and proposed operational rationalization proposals .
