Since the Reform and Open policy, our country has made a big progress which attracts worldwide attention. National economy rapidly develops, and the living standards enhances unceasingly. Anyway, our nation is becoming stronger. Nonetheless, some problems come up in the developing process. For example, the income gap between residents in our country which is so unreasonable that has threatened the harmony of our society and the steady of economic is coming into a hot topic. This problem is the cost of the developing process, which is difficult to be shunned. In another word, it’s a by-product. Although this problem needs some time and much determination to be solved, we should face it positively.Now, the dual economic structure has not been changed, which causes the notable living standards difference between country residents and the city residents. Country residents can’t have the same social security and revenue treatment as the city residents. Otherwise, in order to promote our economy, many policies and systems, such as district policy, distribution systems always give expression to "Efficiency first, proper attention to both fair". Consequently, the income gap in different districts and trades come up. In the same time, in the process perfecting our market economy system, Chinese government takes the role as a powerhouse, who has the power to distribute policies and systems. Of course, it also has the absolute power to distribute other society resources. The administration monopolizes born from the process, in which Chinese government distribute property right is a malignant tumor which invade and occupy the whole society wealth. Moreover, the excess executive power gives government officers many chances to gain own benefit. Furthermore, the unclear State-owned business property right, uncoordinated authority and responsibility system, and the defective law system also provide government officers many opportunities to commit corruption and occupy public wealth, such as taking brides, abusing power for personal gains, embezzling public funds and so on.Generally speaking, narrowing the residents’income gap needs much reform, such as the change of government function, coordination of the relationship between government and residents, and the adjustment of the relation between economic speed and society just. Consequently, in order to make the government management more effective and equitable, we should focus more on just, and carry out more reforms in revenue, society security and market competition. Further more, government function should more clear, more legitimate and democratic.This thesis takes government as a study view, and combines government behavior and exemplifies together.That embodies the combination of Administration and Economics. This thesis takes "The government defeat discusses" and "public choice theory" as a support; takes "The government defeat discusses" and "exemplifies of government behavior" as a clue; analyzes the feature of exemplifies of government behavior, and puts forward the opinion that the residents’income gap is an exemplifies of movement behavior, a byproduct, and a product of corruption; puts forward the advices about how to manage exemplifies of government behavior, and at last, brings forward the concrete advices about how to narrow the residents’income gap, such as raising the income of farmers, governing monopoly, reforming the revenue and so on.The distinction of this thesis is the combination of government behavior and exemplifies. Based on the analyses of exemplifies, exemplifies of government behavior and market exemplifies, this thesis takes the advices about how to narrow the residents’income gap as an end. But the advices are not perfect and mature enough, and I would like to study further.
