Abstract


Since the reform and opening up, China's economic development has made great achievements, but the attendant also various social contradictions, especially income distribution is unfair, the gap between the rich and the poor is the most prominent. The market economy is a competitive economy, \The second allocated and regulated by the government through fiscal policy, \In recent years, although the government continues to people's livelihood, increasing financial investment, but still further expand the gap between the rich and the poor. Thus, market mechanisms and government mechanisms, there is a \In order to reduce and eliminate the vacuum, it is necessary to strengthen the third distribution. The third allocation is based on the allocation of private voluntary basis. The moral or other motives dominated by members of the society to the voluntary donations to finance the disadvantaged groups, fairer and more social distribution. The charity is the main form of our third distribution It is not only the initial revenue allocation and re-allocation of the lack of a useful supplement, is conducive to narrowing the gap between rich and poor,, lubricates better the relationship between the different social classes, and enhance social cohesion . In recent years, the party and the country attaches great importance to the development of charity, philanthropy major conferences programmatic elaborate, especially the party's congress proposed the development of philanthropy as an important complement of the social security system, pointed out the direction for the development of philanthropy in the new period. The government strongly advocated and all sectors of society to promote philanthropy in China have made great progress, but the overall size of the development of the economy as a whole still lags behind. Compared with the philanthropy of developed countries, China's charity is still in its infancy, the legal system is not perfect, administrative strong color, lack of credibility of charitable organizations. These factors have seriously restricted the development of philanthropy, therefore, it is necessary to strengthen the study of philanthropy. The article is divided into five parts, the first definition of the concept of philanthropy; followed by the introduction of the achievements of modern philanthropy in China, pointed out that their current predicament facing and the reasons; Next describes several typical charity model of development, in order to provide useful lessons for the development of China's charity; then put forward the basic ideas of the crack development dilemma, that the legal system is a fundamental guarantee of the development of philanthropy, charitable organizations is a key factor in the development of charity, conscious cultivation of modern charity is charity perpetual source of development; Finally, the future development of our charity Imagination, and the outlook of the Summary and further research.
