Abstract


This thesis, taking Shanghai Red Cross (SHRC), a typical Non-profit organization (NPO) as a case, conducts an empirical study on the relationship between local government and NPOs under its control from the theoretic perspectives of non-profit organization, public governance and government failure. To be more specific, firstly, this thesis explores the relationship presently between SHRC and government from different aspects of SHRC guided by government and various interactions between the two parties. Secondly, this thesis analyzes the positive and negative influences of government’s guidance of SHRC’s existence and development, achievement of public benefits and participation in public affairs management. Finally, this thesis makes relevant proposals against the constraints from the perspective of promoting a sound development of government-guided NPOs and helping them participate effectively in public affairs management.On one hand, this thesis studies the impetus to SHRC gave by government’s guidance, such as the basic guarantees of SHRC’s existence and development and the convenience in its interaction with government and its functional departments. On the other hand, this thesis also draws the conclusions that government’s guidance has constrained the sound development of SHRC and prevented it from participating effectively in public affairs management obviously. Firstly, SHRC has attached administratively to the government. Secondly, SHRC has been facing a dilemma of autonomy. Thirdly, the public welfare of SHRC has been weakening. Fourthly, SHRC has lost its position in equal interaction with the government. On the basis of constraints mentioned above, this thesis has come to the following proposals. First of all, government should expedite the system reform of government-guided NPOs and further strengthen their autonomy. Secondly, government should establish a concept of Public Governance and equally cooperate with NPOs centering on maximum of common right. Thirdly, government-guided NPOs should enhance their own capabilities to participate in public affairs management. Last but not least, a perfect law system is necessary to guarantee a sound interaction between NPOs and government.
