Abstract


21st century, humanity has entered a new era of global competition, science and technology, markedly accelerated the process of economic globalization and urbanization. Global competition means not only competitive range of international competition in the field of comprehensive, intense level of competition and also means that the diversification of the main competition, competitive way complicate. The city is the basic unit of the national competition, is the creation of wealth and economic development leading. Competition between countries, is a national comprehensive strength of the competition, in the final analysis, is the contest between the countries overall urban competitiveness. Along with the global economy has shown signs of globalization and localization together the development of the situation in the city's position in the international economy is increasingly important, the city growing global competition, the competitive strength of the city, has become an important factor to affect the country's competitiveness. The city government as the management body of the city, bear an important responsibility for the revitalization of the urban economy to build urban core competitiveness and improve the city's comprehensive competitiveness. As part of the factors of urban competitiveness, government competitiveness factor has caused more and more attention of the city, the strength of the government competitiveness, but also to some extent affected the entire city's comprehensive strength. Therefore, to create tough Government competitiveness, improve the government's self-management ability and management level, has become the city government guidance, the most important prerequisite to promote the the city overall development and competitiveness improvement. Qingdao is the leading city of the Shandong Peninsula Economic Development, and the overall strength of the city's and the individual strength of the economy, environment, tourism in the country has a strong competitive edge, with \increasing visibility at home and abroad, these achievements with the Qingdao municipal government strong management capabilities and government competitiveness are inseparable. Qingdao government has to have a strong competitive edge, whether there is still inadequate in some respects, is currently involved in research in this area is clearly insufficient. In academia, a wide range of domestic and international research on urban competitiveness and the ability of the Government, many literature, but the study of the competitiveness of the local government, is still scarce.
