Abstract


Water-saving agricultural production to overcome the shortage of water resources, the inevitable choice to achieve the northern dry farming areas, sustainable development of agriculture. Water-saving efficiency determines the level of success or failure of water-saving agriculture, correct evaluation of the effectiveness of water-saving agriculture, can effectively guide the regional water-saving agriculture development direction, to promote the promotion of water-saving agricultural production guidance of dry section the water agricultural technology research and control of regional agricultural sustainable development. Comprehensive evaluation of water-saving agriculture, there is no mature theories and methods, evaluation studies, to carry out the comprehensive benefits of water-saving agriculture has important theoretical and practical significance. In this paper, the theory of sustainable development, ecology - economy - society coupling theory of development and regional partial equilibrium theory is based on a systematic study of the effectiveness of water-saving agriculture, the initial construction in northern arid regions of water-saving agriculture comprehensive benefits evaluation theory and methods, and as an example of Shouyang a case study. The main results include: (1) initial construction of water-saving agriculture comprehensive assessment of the effectiveness of the theoretical and methodological papers according to the characteristics of water-saving agriculture, defining the economic, social and ecological benefits of water-saving agriculture and its comprehensive benefits, on this basis, constructed in northern arid regions of water-saving agriculture integrated benefit, including: a theoretical model for the evaluation index system, evaluation methods and evaluation procedures. (2) comprehensive evaluation of water-saving benefits of Shouyang Shanxi Shouyang water-saving agriculture overall efficiency of case studies show that: multifunctionality of agriculture in the economically underdeveloped areas, more manifestation of the role of the regional socio-economic development economic function and social function, and more important economic function, and ecological benefits reflected in the maintenance of the ecological environment. (3) water-saving agriculture policy recommendations studies have shown that farm produce agricultural production behavior more attention to economic benefits, the Government need to focus on agriculture, social and ecological benefits. Agro ignore the social and ecological benefits of behavior can be called the behavior of agricultural production in the agricultural production process \give some support farmers. Papers have a certain degree of innovation, mainly the introduction of the Analytic Hierarchy Process (1) northern water-saving agriculture integrated benefit of initial construction of the theory and methods of integrated benefit of water-saving agriculture in northern arid regions; (2) effective evaluation index system of water-saving agriculture; (3) the use of partial equilibrium theory, the resource constraints under the conditions of the development of water-saving agriculture in a specific area of ??Western economies economics; (4) of the agricultural production in agricultural production, the external diseconomies its internalization policy measures.
