Abstract


Sports cause have developed rapidly in China during the 30 years of Reform and Opening-up; Especially the development of large-scale public stadiums, as an important part of the sports, weighs heavily in the campaigns like“Winning Honor for the Olympics”and“National Fitness”. Their serving aims are changing from the single core for the competitive sports to the dual core for the national sports, keeping pace with the increasing development of socialist market economy and the improvement of physical functions. Since the beginning of the 21 century, the change is embodied mainly in the administrating concept, thus the multiple-use pattern serves as a popular alternative. This pattern aims at removing the economic plight and focuses on the economic increase while lacks concern for social responsibility. In the short run, the pursuit of economic benefits makes sense, but public stadiums and gymnasiums ought to play their national and public role, which means maximizing benefits will not be a sufficient condition for achieving the sustainable development of our public stadiums and gymnasiums. Therefore, the implementation of social responsibility is the very necessary condition to ensure their scientific development.Liaoning province counts for much in the national sports undertakings and its capital, Shenyang city, is naturally the core of the development of this undertaking. Shenyang will host the 2013 National Games and will construct numerous large-scale stadiums and gymnasiums serving as principle arenas. After the National Games, the administration and use of these stadiums and gymnasiums will be a focus point, in which the key is to implement sufficiently the social responsibility of the public stadium on the premise of the normal operation. This will ensure the transition from a large province in sports undertakings to a powerful one.This article investigates and analyzes the implementing status of the large-scale public stadiums and gymnasiums in Shenyang city during their operative and administrative process, by means of theoretical analysis of public products, documentary file analyzing, questionnaire, interview and mathematical statistics, etc, based on the analysis of the characteristic of public stadiums and gymnasiums in our country and the connotation of the social responsibility. The results indicate that large-scale public stadiums and gymnasiums in Shenyang have played an important role in the development of the sports undertakings. However, problems still exist such as the low utilization rate and the deficiency of social responsibility during the operation due to the shortage of fund, the out-of-date administrative pattern, and the lack of initiative of the personnel, which minified its intrinsic value. Here, using the related domestic and aboard precedents for reference, and combining the theory with Shenyang’s practice, this article offers some advice as follows: enhance the opening degree to ensure the implementation of the National Fitness Program; adopt a system of membership with excellent instructors; update the operating and managing idea to improve efficiency; establish new notions of assets and market to promote the unification of economic and social benefit; create a new financing mechanism to accelerate the commercialization of the stadium construction.
