Abstract


China 's budget law expressly provides that local governments can not own debt . But in recent years , for various reasons , local governments carry various forms of debt , and a huge amount has formed a serious risk of the debt . Therefore prevent and resolve debt risk to a critical state . This paper reviews the domestic and foreign scholars on local government debt bonds of the status quo , the composition of China 's local government debt , causes and debt risk analysis for the different causes of local debt , want to use different means ; may be a these types of local debt issuance of bonds to the implicit debt explicit. It also discusses the theoretical basis of the local debt bonds , raised local debt issuance of bonds helps to reduce the \the bonds can not completely replace the local bonds , local bonds in China 's economic development can not be long - term absence of local debt issuance of bonds already have mature reality . On this basis , the authors suggest that the city can meet the conditions first the the pilot municipal bonds , and try to system design of local bonds , the main issue , the issue of bonds to local conditions , issue debt revenue expenditure the direction of the local government debt mechanism was discussed . At the same time , the paper pointed out that the smooth progress of the local debt bonds , also need a series of reform to supporting , such as to improve laws and regulations , the reform of the budget system , establish a bond credit rating system , reform of intergovernmental transfer payment system , a sound insurance system the reform of local government's incentive constraint mode .
