As a value-increasing business of the telecommunication,public telephone has always been concerned by telecommunication operaters,and becomes a focus of the competition among them.It it an actual and serious problem to adapt to this intense competition,grasp the market,keep the clients, and increase the income.At present,both integrated public telephone system and intelligent one have many problems,and has not been content with the request of the market competition any more.Therefore, to realize the centralized management of man-watched public telephone and IP public telephone;pay and repay business;and provide good methods of user authentication,management and flexible cost is considered to be the most important business by telecommunication operaters of public telephone.As a result,we exploit a new intelligent public telephone system,which is professinal,relativeley independent,with high safety,can dispose every kind of operation swiftly,and offer our clients high level service. In this paper, we represents the process of the research and realization of this new intelligent public telephone system.First,start with the analysis of the system requirement,associated with the characteristics of the operation of telecommunication companies and best web resources utilization.Then,according to the analysis of the system requirement,we adopt the most popular technique today of the telecommunication to research and design the construction of the intelligent public telephone system,the disposal of every kind of public telephone business,exchangable work flats,maintenance sub-system,business hall sub-system,database,etc.At last,the realization of the system is given. This system adopt CTI(Computer Technology of Integration).Transactor, which is designed as an close,stable,reliable,capacious and parallel-running processor, can be combined with the open,flexible,friendly and simple operation of the computer,in order to provide technique support to the fast developing telecommunication,so that the good expansibility,practicability,high efficiency and security of this system can be ensured. This is a new intelligent public telephone system special for the public telephone business,which is relatively independent,with high security, can dispose every kind of operation swiftly, offer our clients high level service,and satisfy the requirement of public telephone operators.And this system also provides several function modules,such as the business hall sub-system for offering connects to dispose every kind of business,the maintenance sub-system for convenient terminal maintenance,and database for convenient data management. The design and research of this task is finished now.The new intelligent public telephone system as refered in this paper has already put into use in the telecommunication office of Henan,Jiangxi,Wenzhou,Sichuan and more for more than one year.With its stabilization and credibility,the whole system almost meets the requirement of the current development,gets reach of the advanced level of this business in the country, save quite a lot costs,and provide a good item for the value-increasing business of the Chinese telecommunication.
