Abstract

With the advanced experience from abroad and combination with China’s national conditions, post-doctor system is founded as the model to develop and train a high level talents. After its 20 years’development, it has made tremendous achievements in developing high-level talents, promoting the combination of research and scientific study and progressing the technology. It has become the most important part of high-level talents construction in China.With the further depth of socialist market economic system and the rapid development of post-doctor project, the traditional post-doctor model has no longer met the current needs of current development, showing inadaptable characteristics. To some extents, these characteristics hinder the further development of post-doctor system, for example, the government-led management, inadequate funding and low innovative ability. At the same time, the post-doctoral researchers’own expectations and their growth demands require higher standard of the post-doctor system, which leads to the fundamental reform of the post-doctoral system. How to adapt to market demands for economic development and build a post-doctoral system with Chinese characteristics full of vigor and energy will be the difficulties and challenges for the related government departments.Though the introduction and comparison of domestic and foreign post-doctor models in the aspects of management models, funding and development direction, the thesis mainly analyses the existing problems and shortcomings of national post-doctor system in the process of development in depth, discusses its developing target and direction, and probes into the developing direction and response measures of post-doctor system in the future period of time. The thesis adopts comparative analysis approach, case analysis , survey research, literature research approach throughout the course of the study. It presents a comprehensive analysis of the developing path of China’s post-doctoral system and insures the true and reliable research results after referring to a large number of references and many researches at the post-doctoral stations.The thesis holds the point that the developing direction of national post-doctor system lies in the innovation in order to solve the existing problems and shortcomings of the post-doctor system and explore a new developing path with Chinese characteristics through innovative system. Only the gradual less dominant position of the government, the establishments of various funding mechanisms, promoting the combination of research and scientific study and promoting the inside and outside system interaction can ensure a continuous innovation and development of post-doctoral system. Establishing a management model consistent to the socialist market economy requirements, developing high-level talents with a strong independent innovation ability and speeding up the promotion of the scientific research level at stations will be the fundamental objectives and direction of the post-doctoral system.The innovation of the thesis lies in the fact that in the process of exploring China’s post-doctoral system development, it not only starts from macro– aspect, but also pays attentions to the factors promoting the scientific and technological innovation capacity of the post-doctor, which makes the research more in-depth and specific. As for the development path of China’s post-doctoral system, the thesis expatiates and designs the developing path of the post-doctor system from many angles through "a point to surface" method without the limitation to model research. It also further enriches the research contents of the developing path of China’s post-doctoral system and especially gives some recommendations from the perspective of management with a strong guidance and referential significance.
